In October I went on a wild life safari, for the first time if one excludes the wonderful times I had had, generally with my aunt Ena, in Yala and elsewhere in Sri Lanka. I still had a slight puritanical streak about such indulgence, and felt that, if travelling vast distances, there should also be some cultural input. So it was that I decided to go to Tanzania, salving my conscience about pure pleasure because of the historical importance of Zanzibar.

The trip turned out to be more than satisfactory in all dimensions, the exotic wild life of Serengeti and the Ngorongoro Crater, and the elegance of Zanzibar. We left a couple of days later than originally planned, since Kithsiri had fallen ill, but I thought it worth waiting since in countries where one might worry about security it seemed best to have a travelling companion. I had to admit that this was weakness, given how I had travelled extensively on my own when I was young, but I thought that at the age of 60 I should have no qualms about needing support.

Dar-es-Salaam was a charming city, from the National Museum with its vintage cars, used by various colonial plenipotentiaries, to the teeming fish market. And I was lucky to find in the cheap hotel we stayed in an enterprising travel agent who booked us what turned out to be a splendid tour to the wild life parks.

But first we went to Zanzibar, on a ferry, and found an exquisite hotel in the old Stone Town, cobbled alleys, a splendid mix of Arab and Indian architecture, ornate balconies and latticework. The former Sultan’s palace was a joy, with splendid photographs and a larger than life junk, and I found fascinating too the Anglican cathedral which had been built on the site of the slave market. You could visit there the awful cells in which the chained victims of that appalling trade had been interned. And given my interest in history from a romantic perspective, I was glad to have seen the place where Livingstone was supposed to have stayed in the course of his various exploratory journeys, and to which his body was brought by his ‘loyal companions’ (who had removed his heart where he actually died, in Zambia, and buried it beneath a baobab tree).

After just over a night and a day we flew via Dar-es-Salaam to Kilimanjoro and took a bus to Aruja where we were supposed to meet the tour company. I was a bit startled when there seemed to be no booking at the hotel that had been arranged, but we were told to go next door, and were met there by a delightful man called Richard Kilonzo Papa, who restored my confidence. He introduced us to a sweet Namibian girl called Nita who was our companion on the safari (a fourth person who was due never turned up), and to the driver/guide called Frank who seemed dour but turned out immensely helpful, and professional to his fingertips about ensuring maximum sightings. Bash-Ful 4What infuriated the President most, it seemed, about the attack on Chris Nonis was the information that Sajin had been rude about the Portuguese presence in Sri Lanka and connected this with Chris, who was a Catholic and was therefore compared to the imperial power that had sought to suppress the Sinhalese Buddhist identity. But instead of dealing with the actual problem, the President had called Chris up and accused him of conspiring against the re-election the President hoped to achieve in the very near future, following the Pope’s visit.

A Cabinet Minister who had been present when the conversation took place said he had never heard such language previously from the President, and expressed the fear that he was not in control of himself. Certainly his reaction suggested some sort of schizophrenia, since he himself had earlier expressed suspicion that those who wanted him replaced would soon engineer conflict between him and the Catholics.

This was in the context of his claim that the hostilities the Bodhu Bala Sena were provoking with Muslims were part of a conspiracy to reduce his popularity and make re-election difficult. He had told me then that the next step would be to sow dissension between him and the Catholics.

But instead of looking into what seemed a gratuitous insult to Catholics, the President contented himself with believing that Chris was to blame for having complained about the matter to the Cardinal. It seemed indeed that he thought Chris was making the story up, for he attacked Chris for not having mentioned this when they met at the Waldorf. The fact that Chris had been trying to make him take the assault seriously was evidently forgotten, and now the whole episode seemed to have turned into yet another reason for the President to feel sorry for himself as the victim of an international conspiracy, with no attention at all to the fact that his nearest and dearest seemed to be the principal conspirators.

Thus, as mentioned already, he excused Gotabhaya’s involvement with the BBS, and was ignorant of the manner in which the BBS indicated how it had been cultivating Gotabhaya – albeit at the behest of someone they described as a foreign sympathizer. And now he did nothing about Sajin stirring up a hornet’s nest, even though this was in line with the attacks on the Portuguese being propagated by the favourite propagandists of the Ministry of Defence. One of them even went so far as to claim that Joseph Vaz, whose beatification was on the agenda for the Pope’s visit, was a foreign spy.

Sajin himself brought up the derogatory reference to the Portuguese in explaining his actions to a friend. Though the source for this was a website in opposition to the President and his government, what it said echoed Chris’s own account of what had happened – ‘The controversial supervising MP of the external affairs ministry Sajin Vaas Gunawardena has told a wealthy Muslim businessman whom he meets frequently, “Don’t you be afraid. The boss will never sack me. Boss can’t do without me.”

He was responding to a question by the Muslim businessman, who asked, “What trouble you are getting into, boss?” Explaining the incident, Sajin Vaas has told him that together with Kshenuka, he had been planning for a long time to expel Chris Nonis. Making use of his closeness to the president, Chris had continued to disregard ministry orders, he said, adding that the anger within him for a long time exploded while he was under the influence of liquor.

“Chris thought the H.E. was treating him more than me. The man came to Sri Lanka whenenever he wanted for his business purposes. When we called for explanations, the man tried to show his might. I have been thinking about that. The Foreign Service should have no people whom I cannot control. I expelled all such persons. Who he is to show his might to me, even when the minister too, is under my control? I do not care whatever is published by websites. The boss doesn’t care either. We do not govern accoding to what they say.”

“If not for Prasad (Kariyawasam) and the political counsellor, Chris would have lost a couple of his teeth. They were the ones who restrained me. It was a good opportunity for me to make trouble for Chris as there weren’t many people at the party. When I ridiculed him by calling him a Portuguese, he acted as if he did not hear. It was a good thing that Lalith Weeratunga was not present. Majintha too, was not there. So did Suresh. I punched him saying that he cannot be the president’s lad, and that I am the president’s lad. On the previous day, I tried to provoke him. But, Nimal Siripala, Nirupama, Shavendra, Kohona all were there. So, I gave up. Chris is a Colombo aristocrat. I am a street fighter from Ambalangoda. Ceylon Today interview 30 Dec 20141. In a series of articles entitled “Enemies of the President’s Promise: Mahinda Rajapaksa and the Seven Dwarfs”, you have chronicled the degeneration of the regime from its glorious days into an autocratic regime with no vision or direction for itself and for the nation it claims to protect from international conspiracies. How would you look back on the performance of the regime?

It has been extremely disappointing. Though talking to the President sometimes encouraged one to think he would move, there has been disappointment after disappointment.

2. Who are the key figures behind the powerful oligarchy within the Government that led to the birth of a system of sycophancy which virtually besieged President Mahinda Rajapaksa?

Of the seven dwarfs the worst influence was Basil, who thinks politics is about fooling people, which I don’t think was the President’s position before. He was also entrusted with all development work, but he cannot plan coherently, and thought pouring in cement would win hearts and minds. Then Namal was a destructive force, because the President does understand Basil’s shortcomings but he is incapable of checking Namal. In fact his reaction to criticism of his indulgence to the children is instructive, in trying to justify the helicopters – whereas Namal claimed they only had toy helicopters.

The two Peiris twins were sycophants of the highest order, but more to what they thought were Gotabhaya’s wishes than to the President, which led them to let down the President when he tried to do good. Gotabhaya I think more honest as a human being, but his recent political ambitions have spoiled him. Lalith Weeratunge I know regretted what was happening, but did not have the courage to set the President right, which is a pity because in his heart the President knows Lalith is the only person who can be trusted.

And finally there is Sajin, to whom the President is devoted, which beggars belief (and the nation too).

3. You were the head of the Secretariat for Coordinating the Peace Process (SCOPP) from 2007 to 2007. How would you revisit the pivotal role played by Norwegians in the peace process in general and Norwegian politician Erik Solheim in particular?

I think the Norwegians in general behaved very well, and the ambassadors I dealt with stood up to the LTTE. In my time the Monitoring Mission was headed by a Norwegian who was balanced, and helped me overcome the prejudices of some of his staff. There had been some prejudice before against Sri Lanka and its unity, most obviously on the part of a Swedish General who had headed the SLMM – I failed to get the Foreign Ministry to register protests officially about this, though I did my best. Also I think the ambassador at the time of the Ceasefire Agreement being signed was indulgent to the LTTE because he had been here in the eighties and was influenced by the excesses against Tamils of the Jayewardenepura government. Finally, I found Solheim shifty, and have said so to those who approved of him, beginning with Mr Bogollagama. It was a great pity he had so much influence at the time, because I think his agenda was always a selfish one, a view shared by the Norwegian Liberals with whom I was in contact. Bash-ful 3GL and Sajin meanwhile failed to take things forward in the other area which had been entrusted to them, in that they brought nothing from the negotiations to the PSC. It became such a joke that even representatives of the hardline parties asserted this and said it should be wound up. This made sense for nothing of what we had discussed,the unexceptionable measures which the TNA had accepted in principle, and which could have been fleshed out by the PSC, a second chamber for instance and increased power to local bodies, the elimination as far as possible of the concurrent list, were not discussed by the Committee. Both Vasantha and I had brought these matters up, and it was clear that the more intelligent members of the Committee found them interesting, but there seemed massive resistance to any reforms. But in a context in which Sajin Vas Gunawardena seemed to be calling all the shorts, and given his control of both the Minister of External Affairs and the President’s son, so that the President himself seemed unable to move without his blessing, there was little hope of the regime breaking out of the straitjacket in which it was held.

Namal however, though he would not stand up against Sajin, did seem to have his measure, as was apparent in the brief period in which Tamara Kunanayagam was able to deal direct with the President while she was in Geneva. Her sudden removal was probably due to what she had discovered while she was there, and the realization that her direct link with the President would stymie the various stratagems that were laying the country low.

When she arrived a month before the September 2011 UN Human Rights Council Session, she was informed that Kshenuka had been negotiating with the American ambassador about a resolution to bring Sri Lanka before the Human Rights Council for an Interactive Dialogue. When she contacted the Ministry about this and instructions on how to respond, it was to find that they had no knowledge of such an initiative. However they did not seem to take it seriously, so Tamara called the President direct, and he asked her to fly to Colombo immediately for a briefing.

When she did so, she found the Foreign Ministry totally hostile, and furious that she had come to Sri Lanka without authorization from them. At a meeting where GL and Sajin were present she was given instructions that she should go back immediately, and not meet the President. Fortunately she had a ticket that could not be changed, and the Secretary to the Ministry accepted this position, so she was able to meet the President.
His anger about the acquiescence of Kshenuka in Geneva to what the Americans saw as a precursor to the war crimes resolution they had been contemplating was in marked contrast to the complacence of GL and Sajin. Whereas they had not reacted at all, the President’s instructions were clear, that there should be no negotiations. Tamara accordingly made the Sri Lankan position clear, and had enough support to ensure that the proposed resolution, and a Canadian attempt to bring the Sri Lankan issue to the attention of the Council, were dropped. But the American ambassador told her that they would get Sri Lanka the next time round. Since there was no official record of the discussions Kshenuka had had with them, and neither the President nor the Minister attempted to find out, Tamara had to work in a vacuum – not helped by the fact that Ksenuka and Sajin were in firm control of the Ministry and the delegation that was sent to Geneva, as well as the Mission staff that they took over on arrival, and treated her as an outsider at the next session.

She was able to understand something more of Sajin’s mentality when, after consultation with friendly envoys, she noted that the best hope for Sri Lanka to avoid censure was swift implementation of the LLRC recommendations, which had been published at the end of 2012. But Sajin informed her that the President had no intention of taking these forward. She mentioned this to the President when she was back in Sri Lanka for the 2012 Independence Day celebrations, and cited what Sajin had said, that he knew the President’s mind as though he were inside it, which led Namal to comment that this was exactly the sort of thing Sajin would say. Bashful 2I had written about good ambassadors being dismissed well before Dayan having to come back to Sri Lanka to deal with audit queries, though in fact he survived because the President intervened and called a halt to the persecution. Asitha was not so lucky, and Chris Nonis in London told me that he had to put up with constant complaints, even though he was a good communicator and managed to deal with at least some of the propaganda against us, of which England was the main source. But Chris too had his problems, for as he was appointed he had displayed deep animosity to his excellent Deputy, Pakeer Amza, who had had to act as High Commissioner for a long period – given the absurd neglect of this vital position by the Ministry, at a time when Britain got a new government. It is likely that Chris was warned against Amza, who had stood up against Kshenuka and Sajin over the disastrous 2010 visit of the President to Britain.

But the suspicions that had been sowed had a permanent effect. Amza was swiftly transferred, as Deputy to Berlin, which was not commensurate with his abilities, though he was relieved to find a positive ambassador in the person of Sarath Kongahage, himself not a career diplomat. Along with Amza went the Political Officer, a Tamil officer of considerable capacity. So, at a time when relations with the diaspora were of the essence, the London office was without a senior official who was, or even spoke, Tamil. Chris meanwhile had been sent a very capable Ministry official called Lenagala, but he soon fell out with him, and asked for a non-career replacement. He was sent Neville de Silva, who had previously served in Bangkok, a journalist and the brother of the more famous journalist Mervyn de Silva, who was Dayan Jayatilleka’s father. But by then the suspicions Chris had developed were entrenched, and soon Neville too found himself sidelined and soon enough removed.

There was confusion elsewhere too, as has been noted for instance with regard to Canada, another post where good diplomacy was essential, given the influence of the diaspora and what seemed unremitting hostility from the Canadian government. In India there were constant changes to our representative in Chennai, and the Tamil diplomat who had been well thought of was suddenly dismissed. He had got me over in 2012 to talk to academics and journalists, and I gathered then that I was the first such visitor he had had, because the Foreign Ministry treated Tamilnadu with contempt and was then surprised when it expressed vehement criticism which Delhi then had perforce to take up.

But the Foreign Ministry was not the only place where Sajin’s destructive influence reigned. He had also been appointed as Secretary to the Committee to negotiate with the Tamil National Alliance, but he saw himself as a full member of the team, and was treated as such by GL. It should be noted though that GL had no strong principles about this, and he astonished me soon after I joined the team by bringing a young student who was the son of a former student of his (and who happened to be related to me) who he said was interested in politics, and asking if he could sit in on the discussions. The TNA did not object, but I could well understand why they found it difficult to take the negotiations seriously. Read the rest of this entry »

Dopey 2Namal then is here to stay, and with the passing of the 18th Amendment to the Constitution that removed term limits, his father would obviously be able to stay on as President, or to be precise as the Presidential candidate of his party, until Namal were ready to take his place. This was of course understood by other members of Parliament, and many saw friendship with Namal as their route to political advancement. Sensibly, Mahinda Rajapaksa did not give Namal a ministerial position, though this too had adverse consequences, since it meant he did not give any new entrant to parliament executive office (the only exception initially being the former LTTE military wing leader, Karuna, whose support had been invaluable in dealing with his intransigent former comrades, after he left the LTTE when it was clear they were not interested in a negotiated solution).

So the President had to leave out people of proven ability since, had he appointed them, the pressure from sycophants to promote Namal, which had in any case arisen, would have been irresistible – and Namal too would have had stronger claims to a position. Indeed, when the President first gave Deputy Minister positions to new entrants, he gave a couple to those who had done best in their Districts, which would facilitate Namal’s appointment at the next reshuffle – or rather, at the next accession of Ministers, since in Sri Lanka no one is left out when changes are made.

But there were other ways to provide Namal with the opportunities for patronage for which ordinary politicians needed executive office. He headed a youth movement called Tharunayata Hetak, a Future for the Young, which engaged in a range of activities that brought him prestige and publicity. He was invited to preside over ceremonial occasions, and given credit for what was done. And when the government settled people from the south in some areas in the North, he even had a new village named after him, Namalgama.

The forces indeed gave him much prominence. He had to be present when former LTTE cadres were released after rehabilitation. I came across one particularly sad example of the unnecessary problems caused by this rage for recognition – or perhaps the rage to bestow recognition, since Namal probably would not have minded if he had not been invited to all such occasions – with regard to the restoration to their owners of some boutiques in Kilinochchi which the army had occupied. I was asked about these at a Reconciliation meeting, and I suggested the community organization that raised the question meet the Civil Affairs Office of the military, and find out what was planned. I always noted that the military had a right to take over lands if essential, but they had to ensure that this was indeed essential, and that owners were properly compensated.

The officer who came to the meeting promised to look into the matter, but as we went out he said they had already decided to give back the boutiques. When I asked why this had not been done, he said that they were waiting for Namal to be present to restore the deeds at a formal ceremony. This struck me as ridiculous, since it caused unnecessary suffering to the owners, and in any case it was the army that needed to win hearts and minds, not politicians from the south. But the system of sycophancy rather than practicality was too well entrenched for my argument to have any effect, even though the officer concerned understood the point. qrcode.26621401Mahinda Samarasinghe was appointed by Cabinet to chair an Inter-Ministerial Committee to implement the Human Rights Action Plan, and wanted me to serve on it as well as on a smaller Task Force that would push things forward. Nishan told me the Minister had wanted to appoint Mohan to chair the Task Force but I told him, and the Minister too, that I would only serve on the Task Force if I were in charge. I added to the Minister, without mentioning names, that I had had enough of being appointed to committees that never met.

The Minister did not commit himself, but at the first meeting of the Inter-Ministerial Committee he announced that he had asked me to convene a Task Force to take things forward. He did say that even though I could be difficult – a bloody nuisance, added Mohan, in a loud whisper – he knew I would get things done. It was obvious from this that they had discussed the matter and Mohan had not been pleased. But I was able to go ahead, and we managed to move swiftly with regard to many matters, with excellent cooperation from most Ministries.

I was wary about Mohan by this stage because of my experience with regard to the Inter-Ministerial Committee to implement the interim recommendations of the Lessons Learnt and Reconciliation Commission. He had been appointed to chair this when the recommendations came out late in 2010, but there was no sign of any progress at the time the Darusman Committee issued its report in April 2011. I told the President this and, when he claimed that the Committee had made much progress, I said I thought it had never met.

At my suggestion he then told his Secretary to appoint me to that committee as well as to the team negotiating with the TNA. He also authorized me to collect from the Secretary to the Ministry of External Affairs details of the Committee’s work, which he thought was being reported on a regular basis.

The Secretary sent me the file which contained only the first report that had been given to the Human Rights Commission in Geneva. This said a committee that had been appointed to implement the interim recommendations of the LLRC, and government had used that to argue that the Darusman report was unnecessary. But there were no minutes of meetings, and the Foreign Secretary said he had been told that minutes were not kept.

Meanwhile, the President’s Secretary had rung me shortly after the President instructed him about the appointments, to say the letter with regard to the negotiating team would be sent, and that Mohan had made no objection to my being put on the other committee. It was only after I put the phone down that I wondered about Mohan having been consulted. While obviously it was a courtesy to keep him informed, I wondered about his views being sought after the President had given an order.

Sure enough, I was told by Lalith Weeratunge a few days later that it was thought I should not be on the committee since I was a Member of Parliament, and that it consisted only of officials. I asked the President about this, and he confirmed that he had been told it would not be proper. I then suggested that monitoring the work of the committee and reporting to him about it should be one of my duties as his Advisor on Reconciliation, to which he agreed.

Armed with that clause in my letter of appointment, I saw Mohan who was as charming as always. He confessed – this was in May 2011, nine months after it had been appointed – that the committee had never met. I suggested that perhaps I should attend its first meeting and he agreed and said he was waiting to get a date from the Secretary of Defence. This was a story he repeated over the next few months, until he finally confessed that the Secretary did not want the committee to meet. Read the rest of this entry »

qrcode.26604602Nearly two months back the Liberal Party wrote to the President urging that he not hold elections in haste, and indicating that he should proceed first with the various reforms he had pledged. We got an acknowledgment, but not a response, though I suspect a call from a close relation urging that I support the President was a consequence of the letter. The refusal to consider issues seriously, while simply providing assurances that things will improve, is not however something that can be accepted ad nauseam. Indeed, while in India I was told by a political scientist who had been fully supportive of our destruction of the Tigers in Sri Lanka, that the President, having promised the Indians that he would implement the 13th Amendment, was heard to say as they were leaving that he had fooled them again.

I refused to believe this, and argued that the President would not have behaved like that. My own view is that he is generally sincere in the commitments he makes, and he did his best on various occasions to promote the LLRC. But unfortunately he imagines he is weaker than he is, and gives in to pressures from others, all of whom have their own agendas. So, following his commitment to the Indians, he did nothing when that was repudiated by a spokesman, and he did not bother when G L Peiris did not respond to a request for clarification sent by the Indian Prime Minister. As Lalith Weeratunge said with regard to the clear commitment to change the Chief Secretary of the Northern Province, he could do nothing because his hands were tied – but this was probably not, initially at any rate, by the President.

It is this failure to move straight, despite what I continue to believe are admirable political instincts, that led the Liberal Party last week to confirm its earlier decision and support Maithripala Sirisena. Though it is argued that the Sirisena candidacy is the result of a foreign conspiracy, it is in fact a continuation of the present regime that will lead to increasing interference in our affairs by the more prejudiced elements in the international community.

And we now have hardly any defences against such incursions that are based on rationality. I think the recent removal of Chris Nonis, following his able defence of the country when dealing with the international media, suggests that those close to the President are determined to destroy our defences. In some cases this may be due simply to jealousy, but I suspect this was stirred up for ulterior motives, the same motives that led to the dismissal of Dayan Jayatilleka and Tamara Kunanayakam.

Underlying all this is the absence of a coherent strategy. Tamara Kunanayakam relates how Sajin Vas Gunawardena had said that the government had no strategy when she asked what was the strategy to deal with the draft resolution against Sri Lanka that the Americans were preparing way back in September. Her staff had told her that this had been shared with Kshenuka Seneviratne on her private email address, but not communicated to Colombo.

Instead of looking into that aberration, the Ministry however was annoyed with Tamara for having found it out, and did not want to think about the matter. It was the President who had told Tamara to come to Colombo to discuss the matter, and been very clear in his instructions, to the effect that Tamara should not negotiate with the Americans, but should instead rally support amongst our usual allies. This Tamara did, and as had happened in 2007, when the British Ambassador had to allow the resolution he had tabled in 2006 to lapse, the American resolution, which the Canadians had tried to bring forward, was not moved.

But before that the Ministry had tried to prevent Tamara seeing the President, and had indeed ordered the Secretary to put her on a flight before the scheduled breakfast meeting with the President. Fortunately the Secretary then, Karunasena Amunugama, was a practical man, and when he found the ticket could not be changed, he had allowed Tamara to stay on. But contrary to the very clear instructions the President had given, which were in line with the strategy we had employed between 2007 and 2009 to defend our interests, Sajin had simply scoffed and said we had no strategy because the President changed it all the time. qrcode.26559451One of the reasons I still continued to have hopes about Mahinda Rajapaksa was that his instincts have always been sound. This was exemplified when I called him to complain about what the Bodhu Bala Sena had been up to in Aluthgama. Instead of attempting to defend them, as I had feared, he promptly declared that they were involved in a conspiracy to bring his government into disrepute. He claimed that they were funded by the Americans and the Norwegians, and that they were determined to alienate him from the Muslims.

The story seemed to me implausible, even though I knew there was some basis for his allegations. What had been the precursor of the BBS had received funds from the Norwegians, and though I believe the Norwegian government as represented by its regular diplomats in Colombo acts in good faith, I have no similar confidence in Mr Solheim and his acolytes. One of them, who once boasted to me of his acquaintance with Mr Solheim, was Arne Fjiatoff, who had been the godfather of, if not the BBS, its principal lay spokesman Dilantha Withanage. I have little doubt, given that he has also recently been fishing in troubled waters in Burma, that he had a shrewd inkling of what they were up to.

With regard to the Americans, we have long known that they will recruit anyone to bring down what they are most worried about at any point, with no concern for possible consequences. At one stage I thought their sublime ignorance was to blame, but there is a certain callousness too, and a confidence in their own strength which leads them not to worry about catastrophes for other people. I find this wicked, and the fact that Americans claim that such behavior is only  response to (other) evil empires is no excuse.

Recently, at the Congress of Liberal International in Hong Kong, I voted against a resolution urging immediate action against ISIS, not because I do not acknowledge the danger it represents, but because there was no mention in the text of the American adventurism that had led to the rise of ISIS. Unless that is registered, the world is in grave danger of similar blunders that can lead only to anarchy. I am happy to say that the British Liberal Democrats whom I upbraided agreed with me about the responsibility of the Americans for what had occurred, beginning with the illegal invasion of Iraq. But unlike the Liberals in the days of my youth, who were able to call a spade, the modern generation is wrapped up in trying to achieve a European consensus, and that consensus is swept away by the American penchant for othering – which requires total devotion to the Americans, whether promoting democracy or anarchy.
