happy 1During the conflict period, relations with India had been handled not by the Foreign Ministry, but by three trusted confidantes of the President. These were his Secretary, Lalith Weeratunge, and two of his brothers, Gotabhaya Rajapaksa and Basil Rajapaksa. These two, both younger than the President, were neither of them Ministers at the time (as opposed to the oldest brother, Chamal, who was a long standing member of Parliament and a senior Minister). It was the two younger brothers however who were considered the most powerful members of the government. Gotabhaya was virtually a Minister in fact, since he was Secretary to the Ministry of Defence, with the President being the Minister, and leaving most of its running to him.


Basil Rajapaksa … succeeded in bringing life in the East back to relative normality.

Basil at the time was a Member of Parliament, but his executive responsibilities were informal, arising from his chairing the Task Forces that were responsible for reconstruction of the East (which had been retaken from the Tigers fully by 2007) and later of the North. He was an extremely hard worker, and had managed, well before the Tigers were destroyed, to have succeeded in bringing life in the East back to relative normality. His technique had been massive infrastructural development, and the connectivity that was restored to the East had enabled its full involvement in the economic life of the country.

Late in 2008 he was appointed to chair what was termed a Presidential Task Force for the North. This was expected initially to make arrangements for the care of the internally displaced, most of whom were being held hostage by the Tigers at that time. Over the next six months they were driven into more and more restricted areas in terms of the Tiger strategy of using them as a human shields. This made the task of the military extremely difficult, but in the end, when the Tigers were destroyed, nearly 300,000 civilians were rescued, and taken to what were termed Welfare Centres.

Though there were complaints at the time about conditions in the camps, they were comparatively speaking much better than the lot of most displaced persons in such conflicts. Health services were excellent, and within a few days mortality figures had stabilized. Food supply and distribution was competently handled, and soon enough educational services too were made available.

Still, there had been much confusion initially, and this contributed to the feeling that government had been callous. More serious was the charge that government had wanted to keep the displaced in what were termed internment camps, and did not wish them to be resettled soon in their original places of residence.

Changing the demography of the North may have been the plan of a few people in government, and in particular the Army Commander, who had wanted to increase the size of the army when the war ended, probably because of a belief that Israeli type settlements were the best way of preventing future agitation. But this was certainly not the view of the President, who from the start urged swift resettlement, and hoped that the fertile land of the North would soon provide excellent harvests. And Basil Rajapaksa certainly wished to expedite resettlement, as I found when I once wrote to him suggesting that this was proceeding too slowly.

This was in August 2009, three months after the conclusion of the war, and he called me up and sounded extremely indignant. He declared that he had said he would perform the bulk of resettlement in six months, and he intended to do this, give or take a month or two. He had done a similar task in the East, and I should remember that a commitment of six months did not mean half in three.  In fact he started the resettlement soon after, though there was a hiccup, in that many of those sent away from the main Welfare Centre at Manik Farm in Vavuniya were then held in Centres in the District Capitals through which they had to transit.

I was in Geneva at the time, at the September 2009 session of the Human Rights Council, and for a moment I wondered whether the allegations that were being flung around, that we had started the Resettlement to pull the wool over the eyes of the Council, were true. Basil it turned out was nowhere to be found, a practice he often engaged in when upset, going back to the United States where he had been settled when his brother was elected President.

However Jeevan Thiagarajah, head of the Consortium of Humanitarian Agencies, that had worked very positively with the government, went up to Jaffna to check, and informed me that the Special Forces Commanders in the Districts had been asked to subject those being resettled to another security check. But they assured him that they proposed to do this very cursorily, and would send them to their places of habitation within a day or two. What was left unsaid was who had ordered the second check, but I assumed this was Sarath Fonseka, in pursuit of his own agenda – and this was confirmed by the irritation he was later to express in writing to the President, about the Resettlement programme going ahead more quickly than he had advised. Basil, I realized, had felt frustrated, and gone away, but his intentions were carried out by the generals in the field, who were on the whole much more enlightened than Fonseka. Amidst a number of meetings of Divisional Secretariat Reconciliation Committees in the North last week, I also had a number of interactions with children, and with persons working with children. Two instances were serendipitous, but I was privileged to participate actively – and indeed exhaustingly – on one occasion. This was when I conducted, in a small school near Nedunkerni, one of the games that the former combatants had delighted in, during my first visit to the Rehabilitation Centre for girls in Vavuniya three and a half years ago.

The laughter of the girls on that occasion still illuminates in presentations of the Rehabilitation Bureau, as I saw last month at the Officer Career Development Centre Seminar at Buttala.  In Nedunkerni the children were younger, and even less inhibited.

I had come across well over 50 of them in the playground of the school at 5 pm, which was heartening. I have long argued that we need to ensure that schools are centres of community activity, but all too often schools are deserted after 2 pm. Here however, in addition to attractive new buildings, the school had quarters for the Principal and several staff. They too were in the playground, encouraging the activity and joining in.

The school had teachers even in subjects such as English and Maths and Science, as to which there had been complaints about shortages in almost all Divisions I had visited. Whilst obviously we need to increase supply, the situation here showed that one needs to provide decent facilities to ensure teachers will stay in remote areas to which transport is difficult. The youngsters I saw playing with the children were from Jaffna, but seemed quite content to stay in the school and participate in student life in the evenings. Almost no one had taken more than a day’s leave thus far in the year.

I have been deeply upset in recent months, at meetings of Divisional Secretariat Reconciliation Committee meetings in the North, at the continuing failure to address the problem of teacher shortages in key subjects. While there is heartening appreciation of the rebuilding of schools, at much better levels than ever before, I am constantly told that there are insufficient teachers for English and Maths and Science. Of course I know this is a problem elsewhere in the country too, but that is no excuse. Given that it is those in rural communities who suffer most, I can only hope that those concerned with basic rights will at some stage institute legal action to ensure equity in education, and force government to look at alternative systems of teacher training and teacher supply, instead of sticking with the statist centralized model that has so signally failed for so long.

Significantly, I am rarely told about shortages of teachers for computing, but this does not mean that they are available. This was brought home to me graphically when I was discussing plans for use of some of my decentralized budget for education in Rideegama in Kurunagala. While I have over the last few years used part of the budget in the North, for entrepreneurship training for former combatants and this year for Vocational Training in Mullaitivu, and the rest in Ratnapura, where we concentrated on school education and English, I thought I should also do more further afield, given that the Liberal Party has a couple of Pradeshiya Sabha members in Rideegama.

I had wanted to do English classes, and these will now be conducted in three GN divisions, through the Sabaragamuwa English Language Teaching Department, which had done the teacher training in Sabaragamuwa. But to my surprise I was also asked for computer training, in particular for Ordinary Level students, since there are hardly any computer teachers in the schools in the area.

While going through the schedule of projects implemented by Non-Governmental Organizations in the north, in terms of the task I was given of coordinating assistance to make it more effective, I found a number of different projects to establish Children’s Clubs, with a sum of Rs 1000 granted for each Club. I was surprised by this, and even more surprised when I found that the Divisional Secretaries concerned had no idea about these allocations.

However, following a helpful report I received from the Divisional Secretary of the Vavuniya Town Division, I asked others too for records of Children’s Clubs in their areas, and found that a number had been set up. I also found errorneous my initial assumption that the projects were not very coherent, and could not serve any great purpose. I had asked Save the Children, which had been instrumental in developing one Project to establish Children’s Clubs, for details, and received a very clear exposition of the initiative. While clearly there needed to be better liaison with the Divisional Secretaries, this had in fact been envisaged in the Project, as was clear in the note Save the Children submitted on the subject, making clear how important the concept was.

Most of what follows is taken from that note, which Save the Children, which had been the international NGO Representative on the Civil Society Partners for Reconciliation that has been meeting in my office over the last year, kindly supplied at my request. It was entitled Children as Agents for Change which indicates the importance of providing space for children to enjoy themselves whilst also learning to take on responsibilities and care for their own lives.

During the last round of Divisional Secretariat Reconciliation Committee meetings, held in Mullaitivu, Kilinochchi and Vavuniya Districts, four very different problems were brought up with regard to women. The one that I think needs swift and concerted action is that of women headed households which need support for livelihoods. This is an area in which much assistance has been provided, but it could be more systematic, and should more concertedly move beyond financial support to the development of sustainable employment.

Efforts in this regard could be twinned with another problem that came up, which was the lack of preparation to deal profitably with the abundant harvests that the area is experiencing. One women’s group, at an earlier meeting, had asked for training in marketing, and that should certainly be provided along with training in food processing and other value addition activities which will at least to some extent increase the profits of locals as opposed to middlemen. For this purpose we should be encouraging the establishment of Women’s Cooperatives, and developing systems of credit that, as all experience shows, will prove viable when women are the chief beneficiaries.

Such organizations will also help with the community support systems that we must encourage. I have been urging the establishment of Protection Committees in each Grama Niladhari Division, that will not only settle problems when they arise, but also anticipate problems and prevent them coming to fruition. Initially the Committees were coy about discussing these, but they did note when I asked about sexual problems that there were increasing numbers of unwanted pregnancies. I had been told about this previously, by medical personnel too, who noted that it was not a question of rape, which is what the gossip circles claim, but rather consensual sex amongst minors. In addition, as one would expect in cases of single women, there were instances of pressures, beginning with ordinary social intercourse and offers of support, that eventually took their toll.
