At the opening session of the TVEC / UNEVOC Workshop on
TVET Systems for Sustainable Development:
Innovation and Best Practices in Quality Assurance from South Asia – 20 February 2017
I am pleased, on behalf of the TVEC of Sri Lanka, to welcome participants at this workshop. It is particularly satisfying that we have so many delegates from other countries, since it is important that we meet regularly to exchange ideas, and find out about best practice in other countries. It is especially gratifying that we have so many delegates from Iran, since I believe greater participation of Iran will help us to develop our own regional grouping. SAARC is the slowest moving of regional organizations, for obvious reasons, and I believe the inclusion of Iran, given too the long standing shared cultural heritages of this part of the world, will help us to move forward more quickly and more productively.
Sri Lanka is in great need of such cross-fertilization, for we have had for many decades a dangerous degree of self satisfaction. At the time of independence, over two thirds of a century ago, we had the best statistics in South Asia for education, and we have prided ourselves on this fact. We are still doing well but, while others have improved by leaps and bounds, we have not been as innovative as we could have been, and we have allowed the good to be the enemy of the best.
And in confusing egalitarianism, which is counter-productive when it is imposed without attention to sustainability, with equity and the promotion of opportunities for all, and in particular the worse off, we have allowed ourselves to lag behind in the creation of Centres of Excellence. But these are essential, for it is through the study of best practice and striving to compete with such centres that we can promote better practices for all. Read the rest of this entry »

Despite free education up to the tertiary level, about 20 per cent of those who pass the GCE A/L examination give up higher studies. One of the options for them is the vocational training. Renowned educationist, Prof. Rajiva Wijesinha in an interview with Ceylon Today (26 Dec 2016) shares his views regarding the importance of vocational training.
The GCE O/L examination for 2016 has just concluded. About 20 to 25 per cent of students who sit the GCE O/L examination are not qualified to sit the GCE A/L exam. For example, the percentage was 21.21 per cent in 2015. Most of them are from disadvantaged families. Are there any courses offered to them by the Vocational Training Authority (VTA)?
A: The VTA is one among the agencies of the Ministry of Skills Development and Vocational Training that offers courses for those without GCE O/L and those with GCE O/L and A/L qualifications. But the system was confused with little clarity about the different levels and the curriculum incorporating different levels. So, it was not quite clear what was available and what prerequisites were needed.
The Tertiary and Vocational Education Commission (TVEC), which is the coordinating body for all the agencies decided to rationalize and set out clear career paths. The ministry consolidated it by clearly matching the NVQ 3 to the Ordinary Level for relevant jobs in government service while NVQ 4 has been equalized to the Advanced Level.
We also decided to provide skills to any student who seeks better employment prospects at any level, by starting a number of 3-month NVQ level 3 qualifications. In addition to the technical subjects in the fields generally associated with Vocational Training – construction, automobile repair, manufacturing – we have decided to move into the service sector in a big way, based on current labour requirements. So, there are several 3-month courses for the hotel industry, logistics and office work. Interestingly enough, the most applications for the 3-month Introduction to Office work course came from Jaffna, where bright youngsters want to use productively the time now wasted because of our mad education system that leaves students at a loose end after the Ordinary Level examination. We have also got many applicants for the Building Career Skills course, including English communication we started this year.

The Tertiary & Vocational Education Commission (TVEC) as the apex body in Technical & Vocational Education &Training (TVET) sector, is geared to accomplish its mandate through its main goals, which is to formulate, review, update and implement robust TVET policies and strategies. It also includes planning TVET activities to develop and maintain information systems. Thus developing TVEC’s institutional capacity to establish and maintain a credible and quality assured National Vocational Qualification (NVQ) system which is here to stay.
“TVET was established in 1992 as the overall body for the Vocational Education Sector, of which the oldest institution is the Dept of Technical Educational Training (DTET). There is also the Commission and the National Industrial Training Authority (NITA) established simultaneously.
Then the Vocational Training Authority (VTA) which was established a little later, and a Teacher Training Branch which was upgraded subsequently intothe University of Vocational Technology (UNIVOTECH)”, said Chairman- TVEC & former Chairman- Academic Affairs Board, National Institute of Education, Rajiva Wijesinha.
“Something that the Education Commission and we were very keen on was to develop a University level qualification for Vocational Training & they created UNIVOTECH. However, typically they did not really give UNIVOTECH its freedom. It tends to have more of an academic approach, although they now have a very good Director General who has come through the trade, but still inadequate in promoting the practical way of looking at things,” he said.
