qrcode.Doc 2In 2011 I had personal experience of how diffident Lalith could be. After the Darusman Report came out, with its excessive attack on the manner in which Sri Lanka had dealt with LTTE terrorism, I thought it necessary to warn the President about what was going on. I saw him in his office and said we had done nothing to fulfil our own commitments. When he asked me what I meant, I cited two clear examples.

The first was the negotiations with the TNA, which had shown no progress. He understood immediately what I meant, and acquiesced straight away with the suggestion that I be put on the negotiating team. Ordinarily I would have been wary of putting myself forward, but there seemed to be no alternative, and the President seemed to agree.

The second point I made was that there had been no progress whatsoever on implementing the interim recommendations of the Lessons Learnt and Reconciliation Commission. He evinced surprise when I said this, and declared that he had appointed a Committee which was doing its job. But I told him I thought that Committee had never met, and that he should put me on it.

He agreed again, and immediately rang Lalith and told him to appoint me to both positions. He also told the Secretary to the Ministry of External Affairs, who he thought knew about the work of the Committee, to send me all relevant papers, since I told him that I should see the minutes of meetings and find out what had been going on, if I were to contribute.

Lalith rang me in the car as I was leaving. He told me that the letter putting me on the negotiating team would be sent straight away, and added that he had spoken to Mohan Pieris, who chaired the Committee to implement the LLRC interim recommendations, and he had no objection to my appointment.

I only understood the implications of this after I had put down the phone. I realized that, when the President made a decision, there was no reason for Lalith to consult anyone else. Keeping Mohan informed as a courtesy that there would be a new member of his Committee was one thing, seeking his acquiescence was quite another.

I had every reason to worry. Lalith told me a few days later that it was felt inappropriate for me to be on the Committee since I was a Parliamentarian, and the other members of the Committee were officials. I called the President about this, but he told me he had been told it would not be proper. By then I had been told by the Secretary to the Ministry of External Affairs that there were no minutes of meetings. The only papers he had were those prepared when the Committee was first appointed, and a report was made to Geneva. Like me, he too suspected that the Committee had not done very much.

I told this to the President, who thereupon agreed that amongst my duties as his adviser on Reconciliation would be monitoring the work of the Committee and reporting to him on what was happening. Fortunately Lalith had failed for six months to send me my terms of reference (having it seems lost the original draft I had sent him, and then delayed further when I sent him a copy). So now he made no objection when I told him the President had agreed that this should be added.

I therefore duly got a fairly comprehensive list of duties. But I then found, as noted previously, that Mohan, having first admitted that the Committee had never met, but claimed he was waiting for a date from the Secretary of Defence, finally confessed six months later that the Secretary did not want there to be any meetings. There had certainly been some progress in matters pertaining to the work of the Ministry of Defence, but no measures had been taken to expedite action on other matters of urgency, such as restoration of lands, which the LLRC had highlighted. GL’s appointment as Minister of External Affairs in 2010 was generally welcomed. Bogollagama had lost the election, which made the President’s task easier since, given his complaisant approach to those who supported him, he would have found it awkward to replace Bogollagama. The only other serious candidate was Mahinda Samarasinghe, who had peformed well as Minister of Disaster Management and Human Rights. The Sri Lankan Ambassador in Geneva, Dayan Jayatilleka, who had done a fantastic job in staving off moves against Sri Lanka at the Human Rights Council, had refused to deal with Bogollagama and instead insisted on the Minister of Human Rights being the main Ministerial presence at sessions of the Council.

Bogollagama however got his revenge soon after Jayatilleka’s greatest triumph, at a Special Session of the Council summoned on a largely British initiative to discuss Sri Lanka. This initiative, generally used only for emergencies, had succeeded only after the Tigers had been defeated. This was fortunate, since clearly the game plan had been to insist on a Cease Fire. Jayatilleka, who had extremely good relations with Sri Lanka’s natural allies, the Indians and the Pakistanis, Egypt as head of the Organization of Islamic States and Cuba as the head of the Non-Aligned Movement, the Chinese and the Russians, and the Brazilians and the South Africans, put forward his own resolution before the Europeans had got theirs ready, and this was carried with a resounding majority.

The ease of the victory, and the widespread perception in Sri Lanka that he was its architect, was his downfall. Samarasinghe was irritated in that his role was played down. Also upset was the Attorney General, Mohan Pieris, despite the fact that Jayatilleka had been instrumental in persuading the President to have him appointed. Pieris had come prepared to speak at the Session but, after Jayatileka made the opening statement, he got me to deliver the closing remarks, given that we had worked together on the Council very successfully, and knew which factors to emphasize. But this did not please the duo and they did nothing to defend Jayatilleka when the knives came out. Indeed they failed even to contact him when he returned to Sri Lanka.

Typically, the President was the first to get in touch, and try to use Jayatilleka’s services again: when the latter mentioned how disappointed he had been that no one had contacted him after he got back to Sri Lanka, the President said that was no surprise, after the manner in which he had been treated. The fact that the President himself had acquiesced in the dismissal was thus sublimely passed over.

It was less than two months after the resolution that Jayatilleka was summarily removed. The President may have been persuaded by the ease of the victory to the belief that any idiot could handle international relations, for that certainly is the view he and the government embodied over the next few years. It was also alleged however that the Israelis had moved heaven and earth to get rid of Jayatilleka, since his intellectual abilities had put him in the forefront of moves to bring the Palestinian issue to the attention of international fora. Unfortunately the Israelis had the ear of Gotabhaya Rajapaksa, and also of Lalith Weeratunge, both of whom actively promoted Jayatilleka’s dismissal.

He was replaced in Geneva by Kshenuka Seneviratne, who was perhaps the last official in the Ministry to represent the mindset of the eighties when, under Jayewardene and his Foreign Minister Hameed, it was assumed that Sri Lanka had to be firmly allied to the West. This also involved hostility to India, and Kshenuka certainly embodied this, and was found later to have actively tried to set the President against the Indians, after the 2012 March Geneva debacle when a resolution against Sri Lanka was carried at the Human Rights Council.

Kshenuka had been High Commissioner in London in the days when Britain was bitterly opposed to Sri Lanka but she had done little to counter this. She claimed on the strength of her time there to be an expert on the country, and when her successor, a retired judge, proved ineffective, she took charge of the President’s approach to Britain. Thus, late in 2010, she encouraged him to travel to Britain just to address the Oxford Union, something he had already done. The High Commissioner in London advised against this, as did his experienced Deputy from the Ministry, Pakeer Amza, but Kshenuka’s will prevailed.

She was strongly supported by Sajin Vas Gunawardena, whom the President chose as what was termed Monitoring Member of Parliament for the Ministry of External Affairs, on the grounds that administration there was a mess and someone was needed to sort things out. Sajin was a good friend of Namal’s, and GL naturally acquiesced in the appointment.  Sajin and Kshenuka got on extremely well, and they in effect ran foreign policy over the next few years. download (2)I was privileged last month to attend the Oslo Forum, an annual gathering of those engaged in mediation and conflict resolution. I had been invited, along with Mr Sumanthiran, to debate on whether it was correct to talk to extremists. The concept paper referred in some detail to recent developments in Nigeria and Afghanistan, but we were in fact the only participants in the debate from a country which had recently been in grave danger from extremists. We were able however to benefit during the Forum in general from informed inputs from several delegates from countries now suffering from extremism, such as Nigeria and Syria and Yemen.

Our own debate was chaired by Tim Sebastian, and though it was generally accepted that I came off well, I told him afterwards that I was glad my Hard Talk interview had been not with him, but with Stephen Sackur. Interestingly, that interview still raises hackles amongst those who seem stuck in an extremist agenda, so I presume they are grateful to our government for no longer using the services of anyone who can engage effectively in Hard Talk. In turn I am grateful to the Centre for Humanitarian Dialogue, based in Switzerland, which organizes the Oslo Forum, and more recently to the Australian Broadcasting Corporation, for giving me a forum in which to argue the case for what the Sri Lankan government has achieved. Contrariwise, those now with the mandate to represent us internationally seem busily engaged in undoing that achievement day by day.

But that discussion, grandly termed the Oslo Debate, was only part of a very interesting programme. Amongst the contributors were Kofi Annan and Jimmy Carter, and I felt particularly privileged to talk to the latter, still thoughtfully constructive at the age of almost 90. I look on him as the best President America has had in recent times, perhaps the only idealist of the 20th century apart from Woodrow Wilson – which is perhaps why their tenures ended in what seems failure. Certainly, as I asked him, his signal achievement in putting Human Rights at the centre of American Foreign Policy seems to have been perverted by his successors who have turned using it for strategic purposes into a fine art.

...a massive belt of oil and gas resources.

In this series of reflections, I have looked at various aspects of Western involvement in the Middle East, and in the Wider Middle East as well. The latter term refers, as Craig Murray defines it, to ‘the Middle East as we understand it, plus the Caucasus and Central Asia, which is of course a massive belt of oil and gas resources.’ Given his stress, it makes sense to include North Africa too in any generalizations of the subject.


I realize of course that my generalizations are just that, simply points to be pondered if we are to make sense of what is going on in the region. I have looked at the moral aspects of actions and reactions, while noting that it does not make sense to expect consistency of outlook or indeed any commitment to principle in the dealings of the various nations concerned.

I have looked too at the historical record, since this is often forgotten. It is important to remember the manner in which various nation states were constituted after the two World Wars, and then how some of them changed governments through revolutions. I referred to the socialist military bent of the most notable of these revolutions, and pointed out how the West, in reacting to these, thought regimes based on religion preferable. Indeed it is worth noting here that one reason for the British desire to see an independent Pakistan (as indicated both by Narendra Singh Sarila and Jaswant Singh in their recent accounts of the struggle for Indian independence) was the view that India would be governed by dangerous socialists, and solidly conservative Muslims were more likely to continue loyal to the West.

I used to wonder about how the United States could possibly support Israel so excessively , to the extent of blocking UN resolutions which even the Europeans supported. Surely they must understand that what seems such blatantly unjust partisanship will continue to upset the Muslim world, and contribute to increasing radicalization of all those with political or moral understanding. And while many people, even though they feel a burning sense of injustice, will think that nothing can be done, and keep quiet, those with devout religious fervor will feel obliged to act. What they do might be appalling, but they will excuse themselves on the grounds that they are not acting but reacting.

A bright if somewhat cynical British friend provided one explanation when he said that American politics is dominated now by what he termed Premillenial Dispensationalists. These believe that the end of the world foretold in the Book of Revelations requires that Israel expand massively, after which we shall be visited by the Four Horsemen of the Apocalypse. The world as we know it having been destroyed, God will then resurrect the Chosen, though according to my friend this will not include any of the Jews, since they have not accepted Christ.

The theory seemed to me quite potty, but he assured me that, while possibly even the most extreme Israeli politicians would be content simply to take over all of Palestine, the American extremists wanted them to conquer much more of the area, extending downwards into Africa too. Their aim would ultimately lead to the destruction of the Jews, but meanwhile they needed extremist Israelis, who were quite happy to go along with them, if not only for the ride.

Dotty though all this sounds, I found what I can only describe as a more nuanced version of this approach when I read ‘Murder in Samarkand’ by Craig Murray, who had served as British ambassador to Uzbekistan. He was sacked for his pains, largely he believes because he objected to British connivance in gross human rights abuses by the regime. The book he published in 2006 suggests that this was largely because the Blair government had fallen in completely with American policy in the region, and that the Americans, and because of them Tony Blair himself, were actively involved in his dismissal.

In looking at the Middle East in terms of the attitudes and actions of the range of countries that are involved in patronage, assistance and intrigues in the area, there is an element that needs to be addressed seriously, but never will be so long as American politics continues to blend populist democracy with brilliant manipulation of public opinion by well organized interest groups.

This is the issue of Israel, which has contributed so strongly to the bitterness of many Muslims towards the West. This is eminently understandable, because the West has not hesitated to make it clear that its primary allegiance is to Israel, and that the rights and wishes of other countries in the area count for little in comparison.

Quite simply, from the Arab point of view, the creation of Israel was an appalling injustice. We are told of the need in Sri Lanka to ensure that grievances are aired and recompense made to those who have suffered, but the West that preaches to us refuses absolutely to look into the question of the way in which Arabs were deprived of their lands to provide a homeland for immigrants from the rest of the world, predominantly from Europe.

Israeli forces approach one of six ships bound for Gaza.

I was deeply saddened at the events that led to the Adjournment Debate on the recent actions of the Israeli government. My regret was not only about the assault on the ships bearing assistance to the people of Gaza, and the resultant loss of life. It was also for the death of an ideal that had its roots in the suffering the Jewish people underwent during the Second World War.

 That suffering was perhaps the strongest image imprinted on the world after that War, and it led to the creation of the State of Israel.  Even for us in the Third World then, for a quarter of a century after Israel was created, the dominant discourse was that of compensation for what the Jews had endured, and the imperative that a safe haven be created for them. We saw here a repeat of the story of David and Goliath, the brave stripling standing up against a much stronger and more brutal enemy, and triumphing through skill and courage.   Read the rest of this entry »
